How to Homeschool in Quebec: A guide to getting started.

Although homeschooling in Québec is absolutely legal, it is also the most regulated province in Canada. In 2018, a complete overhaul of legislation, regulations, and legal obligations was done – leaving many homeschoolers overwhelmed by the changes. Associations such as AQED (Association Québécoise Pour l’Éducation À Domicile) work hard to simplify these new regulations and make them easier to understand and follow. 

Starting your Homeschooling Journey

Step 1: Notification

If you decide to homeschool, you are required to submit a notification letter by July 1st. If you pull your child out of school during the school year, it must be submitted within 10 days of withdrawing. You will need to send two copies: one to the Minister and one to the school board. When received, the Minister will send you a confirmation letter. (Note: This is not a request for permission to homeschool – it is simply a notification of your intent to homeschool.) 

Step 2: A Learning Project

Due by September 30th, or 30 days after removing your child from the system mid-year, the learning project is like an overview of your plans for the year. It’s not intended to be an extremely detailed itinerary of the year, but more a broad explanation of what you are going to learn and how. It includes sharing your educational approach (which homeschool method you are planning to use), approximate length of time it will take to complete, any organizations that will be part of your learning experience, how you plan to evaluate work, what language you will instruct in, and a few other details.  AQED offers detailed advice and examples here: https://www.aqed.qc.ca/en/obligations/learning-project

Step 3: Mid-Term Progress Report

Submitted three to five months after implementing your learning plans, this is a brief check-in to share your child’s progress. It includes a report of any changes you’ve made to your learning project, general details about work completed so far, and assessments of this work. Step 4: Monitoring Meeting

During the school year, you will be contacted no less than 15 days before to set up a meeting with a representative to touch base and see how the implementation of your learning project is going. It’s a time where you can ask advice and  show what your child has completed. Your child will be required to attend.

Step 5: Evaluation

Each year, your child will need to complete an evaluation. This evaluation can be done by a school board, private school, certified teacher, ministerial exam, or a portfolio to the Minister. Step 6: Completion Report

Due by June 15th, the completion report is a brief overview of what your child has accomplished during the year as well as outlining the evaluation method chosen. A template and example are available here: https://www.aqed.qc.ca/en/obligations/completion-report

Homeschoolers in Québec are allowed access throughout the year to various support services offered by the school board, if available.

  1. i am interested in home schooling …i dont know where to begin…school board isnt much help. i live in saint-norbert. i am english and my son has always attended french school. do i have to home school in french…i dont know the language well enough to teach .is it possible to have teaching materials in english and student materials in french…my understanding is the school board will give final exams in french to my child. they really have me confused…i need alot of answers…but most importantly is my child deserves his education.

    I want to start home-schooling my daughter in English even though I’m in Quebec and French is the main language. The reason for that is that there is a strong possibility that we move to Ontario in the next few years and I want to teach her in a language that I am more comfortable with. I want to know if that is possible or even legal since I studied my whole life in a French school in Montreal (which didn’t help much since I know English better than French) and my husband’s 5 years of elementary school in Ontario don’t really count due to him not having his Canadian citizenship. I don’t even know where to register, which books I need to buy and, basically, I don’t know where to start. I want to make sure I have everything right from the beginning.

  3. last yr I decided to homeschool my 9 yr old without registering him to any of the school boards. just yesterday the youth protection called me n scaring the hell out of me saying that im breaking the law. my 4th grader is doing his homeschool curriculum and other things and I just dnt know wht to do now. she made it sound really scarry on wht I did tht I didn’t actually signed him on any schoolboard. pls I need sum advice

    1. Hi Megan, As far as we know the only way to register as a homeschooler in Canada is to live in the Country itself with an address here.

    First, I commend you on your site and your generosity with the time and assistance you offer to all these families, God bless you!
    I am conflicted with sending my daughter to school next year and have strongly considered homeschooling, there is an English school in Quebec City as she is more comfortable in English; however, I have a problem sending her to any school for that matter because of the way in which children are taught, and of course, there is no instruction in catechism.
    I’m running out of time to make this decision and have no idea where to start in order to prepare for homeschooling and meeting the required law(s).

    I have two children, 6 and 8, in the Montreal English School Board. Is it possible to partially home school the children? I want to homeschool them from Christmas Break to March break. This way, we could divide our time between our Montreal home and our Florida home, while still giving the children the benefit of a school community.

    I am a single mom living in the bigger Montreal area and would like to homeschool my teenage son, even though I have a 9 to 5 job.

    We tried regular school and alternative program, but neither seem to be very good for him; he has good grades, but is often sick due to a fragile immune system.

    I have the capacity of teaching him at home (got 2 bachelor’s), but I have been seriously scared by child protective services when I tried to homeschool him from pre-school.

    Can anyone help me? I is doable? Can he still go to cegep and/or university? Furthermore, can I ‘enroll’ him in a French programm instead of the Quebec one?

Hello I started to homeschool my daughter age 7 this year, we live in Shawinigan Qc and the school board and the school told me that they are going to be calling youth protection because I refused to sign a school contract… did I do wrong by not signing the contract… please I am a mom that is getting really nervous… my daughter is dyslexic and I am working really close to my daughter in order to give her the best education possible… what to do now

    We are a Canadian family living outside Canada and planning to go back in Summer 2015. We have a 12yrs old boy with a low level of Down Syndrome. He has been attending a normal scheme school in Kuwait, Middle East, and we were trying to help him live a normal life. He is in Year 6 now. He is very smart and can coop just fine with a normal kind of an environment. Before going back to Montreal in summer 2015, we intend to put him on home schooling next year, if possible. So once we go back, he can continue the home schooling there.
    Would appreciate advising us, or leading us to someone who can, on the norms of such cases, if any.

    This is a drop off the normal path, but I was wondering if you could help me. If I wanted to keep my child [secondary] home and out of the local schools, aside from homeschooling, would it satisfy Quebec requirements if I enrolled my child in a distance learning program in an accredited US school? He would get a high school diploma via accredited online classes. Thanks for your help !

      Thanks for stopping by and your question. That’s a great one. Unfortunately, I don’t know the answer. I do know that Quebec has a lot more challenging a homeschool environment that most of the rest of Canada. To find out an answer, I recommend that you:
      a) connect with the HSLDA. (www.hslda.ca). They are the legal knowledge for homeschooling in Canada.
      b) contact a local homeschool group or quebec homeschool association such as: http://www.aqed.qc.ca/en/ or http://www.acpeq.org/en/index.html

    1. Hi Jennifer. Homeschooling is legal in every province and territory of Canada (yay!) However, Quebec seems to have the most challenging environment to do so. I recommend the following. First, connect with the HSLDA (www.hslda.ca) as they are the legal force that supports homeschoolers across the country). Next, connect with some homeschool networks in the province – such as http://www.ecolemaisonlanaudiere.org/, http://www.aqed.qc.ca/, or https://www.acpeq.org/
      From there, you can likely find a support group, information on what you need to do to get started, and learn about homeschooling in that province. I also invite you to check out my new ebook – How to Homeschool in Canada – as I’ve put lots of resources in there which might help.

  20. I have a 4 year old daughter who I’ve been teaching at home since she was a baby. She is currently completing Grade 1 math, reads at probably a Grade 2 level, is learning to write, etc, etc. The one subject I am concerned about is french. I want her to learn and be comfortable in french. I plan to homeschool her for all of her school years. However, I have been toying with the idea of putting her in half day kindergarten when she turns 5. There is only full day here, but would just have her be absent every afternoon. As I’m a single mother, I feel its in her best interests to spend the morning in a french environment which we will consider her “french class”, while I can work from home in the morning, and then she’ll have my full attention to homeschool the other subjects in the afternoon. I have been told by many not to put her in school as Quebec is not very homeschooling friendly, and once she’s on their radar, putting her in school for kindergarten is not worth the hassle I will later have. However, I do feel this part time school attendance is in my daughter’s overall best interests. Am I making a foolish decision? Also, does Quebec at all support part time enrolment for certain subjects in future grades. Is there any info on that? For example, if she could go to school in future grades for only the part of the day where they have french class, that would be extremely ideal. Or is it full time enrolment or nothing. Thanks in advance.

  21. Hello, I am the Mom of a 12 year old. We moved here to Repentigny last October. He is in grade 6. He has ADHD and anxiety disorder and his new school here is realy not giving him any support. They keep saying they want to reevaluate him, but we are now almost in February, my son is freaked out with school because he doesn’t get any support and I have to work each evenings at least 3 hours at home to help him. I am seriously thinking of homeschooling him, but I do not have a clue where to start. Could somebody give me a hand please? Thank you soooo much!!!

    I’m a mother of two girls in secondary 1 and 3 in Québec. We have decided to homeschool since my daughters are very bright and creative and are not at all motivated within the school system. They are very responsable and do very well in school so I know that they will do fine outside of the system. We live in the Eastern Townships, the girls go to Richmond Regional High School in Richmond, Qc which is part of the Eastern Townships school board. I would like to know if you know anyone in my region that could tell me how to go about the transition (we have not told the school yet) and also where I can find homeschooling material that reflects the Quebec education programme?

    I have 2 children in the school system right now: my daughter in kindergarten, and my son (who is repeating grade one).

    I am seriously considering homeschooling due to my sons needs for extra help. He was diagnosed with ADHD, speech apraxia, and we fear that there is yet another learning disability. He is quite bright, and he has had some wonderful teachers, but truly requires more 1 on 1 help.

    I am very concerned with the process here in Western Quebec, and don’t even know where to begin despite my research.

    I have a daughter who has just turned 6, i have been homeschooling her so far. The schoolboard here requires the parent to sign a contract that i feel totally corners the parent,that i do not want to sign but I have heard stories so i am all paranoid.     This is a different question from a different person… I’m in high school, I’m 15 and turning 16 in December, I suffer from anxiety, I’m recovering from an 8 year depression, I have regular panic attacks and I’m transgender (also known as Gendee Dysphoria). All of these together (and more that I don’t need to include; you get the basic idea) make me afraid to go to school, even though I know I’m ‘safe’ there. I’ve been homeschooled in grade 1 for over half of the year since the school had me kicked out because I was bullied (I know… it’s ridiculous) and when I went back to public school the next year, I was in an advanced class.
    I’ve been thinking about going back to homeschooling for a bit over a ywar now, however I don’t know where to get the supplies (textbooks, workbooks/sheets, etc) nor the cost. I was also wondering if there was a possibility of learning at your own pace; as in, if you have the capacity to fit a whole school year in four months, would it be allowed?

  31. Hi. My children have been attending school in English as we came to Canada with a work permit. We became permanent residents on February of this year and now my children are not allowed to continue their studies in the same schools they have been attending to the past five years. One is going to Secondary Four and the other one to Grade Four. I can’t afford private English school for both. Can you please let me know what I have to do to homeschool my children?

  32. i have two boys. We were first temporary resident and got eligibility to send children in english. My older one passed high school and is in college now. However my younger son 13 was going to english high school till 2014 June. He is diagnosed with ADHD. i applied to school board to extend eligibility as he has other learning disabilities too. Govt wants more and more proof for his disability. i don’t know really what to do. he would not be able to survive in French et all. Please help.

    Not quite the same questions here, however I’ll ask anyways. lol
    I’ve been ‘home-schooled’ my entire life. From 6 to 17. I feel I haven’t learned anything since my single mother didn’t give me any study matieral, nor taught me. I’ve just realized how much of a problem this is for my future at this age. I know quite a bit by myself of studies but haven’t picked up any school books ever. I’m looking into getting to study everything I missed out on my life but I have no idea. I could hack at science/math from different websites but it seems pointless since I’m missing big gaps.

    I don’t feel like going back to school, I’ll feel like an idiot not understanding basic stuff. I’d rather learn it 8hours a day at home and get diploma by 19. Is this possible?

  34. Hi, My son is 5 and I am debating whether to send him to a special school or home schooling him. He is physically disabled and mentally as well. He needs assistance eating, sitting, ect. He plays with toys that are approximately 6 months to a year, so would not be able to learn a normal curiculum. Ive looked for information everywhere and am not sure what my options are. He is in a wheel chair as well, as he cannot walk. I am very nervous about sending him to a school for these reasons. I know him well, hes not comfortable with new people, or loud noises and the list goes on.   37. I live in Montreal and am interested in homeschooling my 11 year old. She has been attending a French Waldorf private school which we can no longer afford. I am able to put her in English public school, however I feel she would be behind most kids in her grade (in relation to what is taught at public schools vs the Waldorf philosophy). I have no idea what the school board expects her to know by the end of Grade 5 and what the Ministry exams will hold for her. Can I homeschool her for Grade 6 ?

  38. Hi, I live in Gatineau area and my daughter just started grade 3 at commission des draveurs. We are currently having some issues with transportation. The board has cancelled school bus in our area and I had to register her in daycare. However, I know it will be a struggle for our family. I am on maternity leave right now and I would like to try homeschool her for this year. By hearing about the probable reaction of school board, I am feeling scared to initiate the process.   39. hello, i live in ville-marie temiscamingue and would like to homeschool my son who is having great difficulties at school. heis in the 6th grade and was held back in nd grade. teachers and direction keep suggesting ritalin and iam totally against it but they get childrens aid involved and iam left with no choice. this would probably have them callingchildrens aid also. what are my options? i really believe my son would excel at home. thankyou for any advice

  40. Hello, I am in the greater Montreal area. My son is just 1 year old, but already we know that he is intellectually advanced. My issue with the school system is the incredible amount of time that is wasted in classes designed to suit the general population, not to mention the late age at which we start teaching our children! My son was born in November and so he will be almost 7 by the time he will be allowed to start school, which is unacceptable to me. My issue with homeschooling is that almost all of the information I have found is religion based and almost cult-like to be honest. What I really need is a secular curriculum that I can teach my child or recommendations for schools that think outside the box and can help my son to move through the system more quickly and efficiently. I’m open to suggestions!

    1. Hi Julie-Anne. Thank you for stopping by The Canadian Homeschooler. IT sounds like you are putting a lot of thought into your child’s educational future. Good for you to be proactive. I would, however, caution you to not jump too far ahead too quickly. Children learn so much through non-formal learning and play in the early years. Intellectually advanced or not (and honestly, it’s hard to tell at 1 years old), it’s usually in your child’s best interest to not push formal academics on them until they are older. 7 is actually a well-studied recommendation for best learning start. But – you know your own children best so I will share with you the resources I know of.

      In regards to curriculum, here are a few secular options that you might want to look into:

      Oak Meadow – http://oakmeadow.com/ – It is a sort-of “Waldorf”ish approach to learning.
      BookShark – http://www.bookshark.com/ – using Literature as the main spine of learning

      In the early years, check out Five in a Row. It’s written by Christians – yes, but doesn’t seem to have any Christian teachings inside. It uses a picture book to build a study.

      You can always build your own curriculum through unit studies or even look into unschooling, which allows your child to learn through their own personal interests.

  44. Hi. We are planning on moving from the States to Quebec this summer. We have a 17 yr old who is finishing his junior year in high school and a 15 year old who is finishing her freshman year. My husband is French-Canadian and I am American. We would like our son to be able to complete his high school diploma since he only has one more year. Would this possible through homeschooling? And we have contacted several secondary schools in Quebec for our daughter and have been told that she would need to take and pass the Sec. 4 Ministry exams at the end of next year. She speaks some French but has done all her schooling in English. Would you be able to provide some guidance for us?

    I am a teacher and have been thinking about my newborn’s education a lot lately. I would like to home School but am concerned about the lack of social interactions with peers if she isn’t at school. What I would like to know is would it be possible for me to homeschool other students as well, say 4-5 students as well as my own children.       Thanks for the question. I’m going to recommend that you connect with one of the QC homeschool associations for an answer about teaching multiple children, because I don’t really know what QC’s rules are about that. I will say that Quebec is one of the most challenging province to homeschool in, and they are in the middle of doing some reforms to their laws. You might want to try http://ecolemaisonlanaudiere.org/ and see what they suggest.

      BUT, I can address the socializating myth. For some reason, people have this idea that homeschool kids live in a bubble where they never see or interact with other people or kids. It’s not true. At all. There are often homeschool groups you can join to do social things together, you can sign up your kids for sports teams and community clubs like scouting and city run programs. There are trips to the grocery store, the library, the playground. You can take your kids to volunteer at senior’s centres and other places. If you have neighbours, if you have siblings, if you have family nearby, if there are other people somewhere near you that you can talk to or do anything with ….. then your child will be fine.

      School was never really designed to be a social place. And it’s not always a positive one either.

      Anyways, I hope that helps you a little. You can do just fine homeschooling your little one. 🙂 (And you have lots of time to build and connect with a community near you if she is still a baby. 🙂 )

Hi im a mom of fhree boys only one is in school and he is failing… not because he isnt smart when he is at home he does very well but in school he cant concentrate and always wants to play woth his friends forgets to bring homework home rushes through his work to play… and ive tried EVERYTHING! he is in grade three and he is failing 🙁 i think home schooling would be better for him so he can concentrate .

    My kid has been bullied for a while and he’s been coerced into doing some things against his will and it got him into serious trouble. I don’t want him to have to deal with any of that ever again, I can’t trust the school to handle it anymore.   49. My family are US citizens who recently (5 weeks past) moved to the island of Montreal, in Quebec for my husband’s job. Despite having the necessary paperwork and approvals to be educated in English, my youngest was put into a French immersion elementary school. He has severe anxiety, and was already having a hard time with the idea of a completely new school. The school principal who has witnessed some of my son’s reactions to this huge change has told me “her hands are tied” when it comes to special services to get him through this emotional crisis. In my husband’s and my eyes, the only good option here is to homeschool. We’re both educated people, and I stay home with the kids so I have the time & resources. Please help me to understand my rights and my son’s rights, and can the HSLDA really help me living in Canada?

  51. I have a 6-year-old who is miserable at school. He is an anxious child and the school does not know how to deal with his anxiety. He keeps getting in trouble instead (becomes he sometimes tries to hide under his desk, or behind a bookshelf, or tries to sing to himself to sooth his anxiety). I have tried patiently, nicely to work with them but they just dismiss me every time I make a suggestion. They tell me what to do, they are not interested in hearing anything I suggest. There is more…..but I am just very sick of it. I want him to be learning and happy. At home he loves to learn and has deep knowledge on many scientific topics (his natural passion). I am a single working parent – I don’t know if it is feasible to home school him. I don’t know if I can help him with French. I don’t know if I can deal with the School Board after experiencing the stonewalling at the school, I dread to deal with the schoolboard on this issue. I feel demoralized by the whole system

    1. I feel like I’m reading the story of my life. I felt like because i’m a single mother, they automatically looked down on me and my situation and started labeling my kids. I think what made things worse is that I became a Flight Attendant 2 years ago and had to be based in an other city for a while so my schedule became really hectic. No matter how much I tried to tell them (the school) that scheduling was the reason why the kids’ homework wasn’t always done on time or that studying for a test was always delayed causing them not to do well, the school always blamed it on behavioral or learning disability issues. I just feel like homeschooling would be a better option for all of us. I literally get anxieties when I bring them to school.

      Is this in regards to homeschooling with ADHD in Quebec or just in general? I’m afraid I don’t know much about law – other than the basics. IF you are looking for information on homeschooling, I’d recommend connecting with an association like AQED which focus on supporting homeschoolers in that province.   53. Hi, my 5 year old is in kindergarten and get’s kicked out of the class on a daily basis because he disrupts the teachers ability to teach others. He is an active and playful child and can’t sit still, he is also smart and doesn’t seem to have any learning disability. We are very frustrated at the school for their lack in finding a solution. This leads us to explore other schools and the possibility of home schooling. We live in the west island of Montreal and any help or guidance would be appreciated. I would also like to explore the possibility of bringing a small group of students (4-5) together to help with expenses.

We may be here for 2-3 years and my wife would like to homeschool my daughter. I understand Quebec recently passed a law that all immigrants must enroll their children in a French immersion school. I am afraid that we won’t be able to home school our daughter because of our immigrant status. Can you guide me to someone that can help us figure out what to do?

    Our child has a terminal illness, she has been taught by a teacher from the local school board in our home 6 hrs a week for over 5 years (now virtual with COVID-19). We have not been very happy with the school boards handling of her educational needs for many years now. I am orig form the UK where my sister is homeschooling there for the last 2 years. Can it really be true that we get no financial support over here to help home school, if that’s what we choose? to be honest my sister gets quite a lot over there for homeschooling supplies etc. and they have a decent income. if its true, if there is no financial help here in Quebec, then we just wouldn’t be able to home school i think. any advice? i would have emailed one of the emails in the comments for advice, but i wasn’t sure they were still relevant. im not too sure how often i can get back here to see if anyone replied, but ill try check back soon.

        yes i hope if we choose to home school we can find everything we need without spending huge amounts.
        Its a shame that there is no other funds though, since my sister used some for materials and a part for tutors to supplement some educational time with her boys. Thats mainly the kind of thing we would be working towards too, but just wouldn’t be able to reach that with current situation and finances.
        Although she did tell me after i messaged here that she doesn’t get money from the school system for educational needs directly. But something in the UK called a EHCP? so more because her children qualify as special needs students. i googled it and its this link

    Can you suggest a French Curriculum that meets the standards that Quebec government is expecting of a homeschooler. A curriculum where I can start with like grade 1 to….grade 12, but to a beginner meaning they haven’t been ever exposed to the French Language. I am looking around but can’t seem to find such a one. Like an online schooling where they can learn with an English teacher to learn french and send worksheets/Quiz/Tests so they can be accredited and show that to the Quebec Government when requested. Thanks for your help and this site.

    Are there suggested courses by the government for parents who don’t know French to teach the kids French from the beginning. I didn’t want to start something and then have them say it’s not enough or doesn’t meet the standard and etc. THanks!
