If you are looking for engaging and appealing books for early readers, DK Canada has a huge collection.

What I found was the level 1 books are pretty advanced. I would consider them for a reader who has grasped the basics and is ready for the next step – with an adult reading and encouraging along. Level 2 is for more independent readers, and by level 4 you are moving into much more challenging details.
